Exor Corporation and Geoplan Consultants Awarded RIMS Contract from the Ministry of Transportation and Highways, Province of British Columbia

Fairfax, Virginia (March 20, 2001)—Exor Corporation, suppliers of the world's leading integrated highways management system, announced today that the British Columbia Ministry of Transportation and Highways has selected Geoplan Consultants of Fredricton, New Brunswick, Canada and Exor Corporation as the preferred vendors to supply and implement an $896,000 Road Inventory and Maintenance System (RIMS) to the Ministry by March 31, 2002.

"Working with Geoplan Consultants and Exor Corporation is the first step toward improving the Ministry of Transportation and Highway's ability to assess our costs for providing and maintaining British Columbia's highway system," said Transportation and Highways Minister Helmut Geisbrecht. "Using Exor's integrated highways management system will save money and allow the Ministry to move toward the use of spatial data and the Global Positioning System to provide precise location information."

Essential Ministry RIMS specifications included:

  • Locational Referencing System (LRS): To provide a core Linear Referencing capability for the Ministry across the enterprise, independent of client application.
  • Field Data Acquisition Module: Support the collection of data in the field and provide quality assurance of data before uploading data into the RIMS database. Provide support and integration with vehicle mounted Distance Measuring Instruments (DMI) and/or hand-held GPS receivers.
  • Storage of GPS Data: Ability to store and use x, y and z coordinates to describe the geographic location of point, linear or polygon road features.
  • Map Interface: Ability to query location referencing and feature data, stored with a base map, through an ESRI GIS compatible map interface.
  • Generic Condition Ratings, Project Cost, and Asset Valuation: Assignment of generic condition assessments, costs associated with capital and rehabilitation projects and to assign unit cost values to selected features in the RIMS Road Feature Inventory including historical data.

"Their joint proposal successfully met the high-level business and functional requirements of the project scope of RIMS. We were seeking a highways asset information management system compatible with our client/server Oracle RDBMS to provide a shared data environment and which would provide a corporate Location Referencing System (LRS) and ensure secure storage and association of information about highways assets, features and events occurring on the provincial road network." The Exor solution provides for integration with external engineering, financial and contractor applications that are made available through the "Highways by Exor" Open Data Base Connection (ODBC) and Application Program Interface (API) capabilities. The Exor system will provide a broad range of data access by diverse organizational groups within the Ministry.
