TCI, A Dielectric Company, supplies Radio Spectrum Management and Monitoring Systems, to help governmental agencies around the world manage and monitor their wireless communications. TCI's systems allow clients to process radio station licenses, assign radio channels, analyze potential interference between stations, address complaints and violations of regulations and enforce these regulations, and perform various radio monitoring and spectrum occupancy measurements. ESRI ArcView and Spatial Analyst packages are embedded in the Spectrum Management Systems and are used for interference and other technical analysis. ESRI Map Objects is used for map display functions in the Monitoring System.

Field Strength It is important for operators of this kind of a system to be able to understand and visualize the effects of their channel assignments. If an operator is about to assign a particular channel, he can ask the system to perform a signal strength calculation and display the results on a geographic map using ESRI software as illustrated in Figure 1. This allows the operator to see the geographic area in which the transmitted signal will be received above a certain power level, and is very important to understand the coverage area of a particular transmitter.

Interference Analysis Avoiding interference is a very important responsibility of administrations responsible for channel assignments. If an operator wishes to assign a particular channel to a new station, he can have the system search the database for all other transmitters on the same or adjacent channels. The system can then do an interference calculation to show the contour of a particular signal strength from the proposed new station and in a different color the signal strength from the existing station. This uses ESRI software and is illustrated in Figure 2. In the example, there is considerable overlap between the red and green contours, indicating considerable interference. In this case, another channel should be selected for the new transmitter.

Both of these figures use color to show a shadow plot of the signal strength from a given transmitter at various geographic locations over the grid size which has been specified for the calculation. In both figures, the operator can check or un-check various layers, and can pan or zoom, using various ESRI ArcView features to control exactly what he sees on the display.
